Company paid short and long-term disability Cell phone reimbursement of $65 per month 401(k) Plan with contributions A 401(k) Safe Harbor Employer Contribution Program, which includes a 3% contribution Position Summary: The Senior Risk Analyst position supports the Navy Mission Assurance (MA) Program Office, providing mission analysis expertise and support in identification of critical assets and operational missions. The analyst will conduct mission decomposition including identification of missions, functions, and tasks specific to critical assets whose loss or unavailability will result in mission impact from the tactical to strategic level. Interviews will be conducted with mission owners, installation tenants and leadership, and asset owners to understand missions, assets, supporting infrastructure, and execution to aid in the identification and validation of critical assets and support to the identification of risk through the Mission Assurance Program. The analyst will establish and document risk to the mission and capability, as well as critical dependencies, resiliency, and continuity. The collection of baseline elements of information for each asset and alignment of tasks and functions will be used to aid leadership in making risk-informed decisions and prioritization of resources. Document reviews are inclusive of unclassified and classified plans, policies, procedures, and schematics. The analyst will interview senior military and civilian personnel at the Combatant Commands, Navy Component Commands (NCCs), Navy Regions, operational tenant commands, and relevant installation personnel to gather, consolidate, and analyze information necessary for risk-informed decision-making. Analysis will be consolidated for inclusion in briefs, reports, and white papers in collaboration with mission assurance assessment functional subject matter experts. The analyst will participate in working groups, meetings, and conferences as necessary, and participate in learning opportunities to enhance analysis skills. Essential Functions: · Review relevant Theater Posture Plans (TTP), Theater Campaign Plans (TCP), OPLANs, and CONPLANs for each site being assessed · Review existing Defense Readiness Reporting System (DRRS) data, noting current limitations and reliance on Fleet readiness officers · Review previous mission analysis data and MA assessment report · Analyze the Global Force Management System to understand the framework for command structure and force flow · Collaborate with RMC CIP Analysts for NCCs and Navy Regions to leverage their mission data for each task critical asset (TCA) and associated supporting infrastructure · Conduct mission analysis interviews with mission owners, tenants, installation leadership, and asset owners · Provide input, research, and support focus areas while collaborating with other functional area subject-matter experts before, during, and after assessments · Draft internal and external briefs, reports, and presentations, as assigned, to meet customer and company delivery requirements · Develop written assessment reports detailing in-depth research and analysis · Maintain current knowledge of mission assurance standards, policies, and threat environments · Work independently and in cross-functional team environments effectively · Maintain a Top-Secret SCI security clearance · Complete all security requirements and participate in travel to areas within the continental United States (CONUS) and outside the continental United States (OCONUS) as necessary · Plan and lead meetings and training · Coordinate across departments and teams to ensure transparent communication and effective collaboration toward shared goals · Obtain and maintain active Joint Worldwide Intelligence Communications System (JWICS), Secure Internet Protocol Router (SIPR) and Non-classified Internet Protocol Router (NIPR) Network access · Discretion in handling sensitive or classified information Competencies: · Knowledgeable in the execution of mission assurance work with a focus on mission analysis at the installation, Region, and Combatant Command levels · Understand Theater Posture Plans (TPP) and Theater Campaign Plans (TCP) and associated command relationships · Understand Critical Infrastructure Protection Programs and DoD Risk Management Processes · Excellent written and verbal communication skills with the ability to acknowledge, communicate, escalate, and resolve issues within accepted standards · Strong analytical and critical thinking abilities · Write about complex issues in a well-organized manner and synthesize copious amounts of information · Strong planning and organizational skills · Comfortable engaging with high-ranking military and civilian leadership · High level of integrity, customer focus, and motivation · Ability to work effectively using Microsoft Office products, including Word, PowerPoint, Outlook, Teams, and Excel. · Knowledge of SharePoint 2010 or later is a plus Requirements: Education & Experience Requirements: · Minimum of seven years of military operations, operational planning, or mission assurance experience, or related functional knowledge and experience within the DoD or other federal agencies · 5 years of experience strategic writing · BA Degree · 3 years CCMD staff, Joint Staff, or Service Staff experience · Development of Concept of Operations and Concept of Employment Briefs · In-depth understanding of the Department of Defense (DoD) · Must have good analytic skills and the ability to apply them in a multi-tasking environment where more than one project may require his/her participation at any given time · Candidates must possess and demonstrate proven communication skills – written and verbal · Must be a motivated self-starter who is able to work both independently and in a collaborative team environment, often with minimal guidance and within rigid timelines · Active Top-Secret clearance with Sensitive Compartmented Information (SCI) eligibility · Experience using risk assessment tools and methodologies Prior experience conducting risk assessments for DoD or other federal agencies is strongly preferred Desired Education & Experience Requirements · Experience as a Combatant Command or Joint Staff J5 or J3 Contingency or Campaign Planner · Experience in a leadership role, including OPT Lead or Battle Rhythm Event Lead, in Major Staff Exercises · Graduate of an Advanced Warfare Planning School · Experience with Model Based Systems Engineering or Modeling and Simulation Desired Certificates & Licenses: · Completion of Joint Professional Military Education (JPME) Phase I or comparable Service-level professional development Other Requirements: · Security Clearance: Obtaining a DoD TS-SCI Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job. · Valid Passport: Possession of a current passport with a minimum of eight months remaining until the expiration date. · Hybrid Role: This hybrid role includes monthly travel to a local designated government site to work on secure networks and maintain access a minimum of 3-4 days a week. • Ability to maintain and access NIPR/SIPR/JWICS accounts by monthly travel to employee’s designated regional site. · Travel Flexibility: Willingness and capability to travel, CONUS and OCONUS approximately 25% of the time. • Telecommunication is authorized for this role.
