Job Description:
US Facilities is looking for an experienced Construction
Manager/ Electrical-Mechanical Inspector (CM/EMI) to work in a
24/7/365 work environment.The CM/EMI shall provide construction and
maintenance oversight on assigned projects by assuring contractor
compliance with plans and contract documents; manage onsite work
inspections and material quality control; publish regular activity
reports, progress documentation, and project schedules; and fulfill
other duties as assigned by the VDOT Facility Manager, VDOT Area
Operations Engineer, VDOT Maintenance Manager and/or U.S.
Facilities (USF) Management.Assigned responsibilities may include
oversight of two (2) currently active facilities maintenance
projects: the HRBT/MMMBT Fan Maintenance contract and the
HRBT/MMMBT Switchgear Maintenance contract. Responsibilities may
include oversight of two (2) new facilities projects in
development: the MMMBT Communication Plant Upgrade project and the
HRBT/MMMBT Trestle Switchgear Maintenance contract.Features of the
Work:* Promotes a safe work environment, both on the project and in
the office, for staff, visitors, and the public* Analyzes and
interprets project plans, contract language, and specifications to
ensure successful project constructability* Identifies
plan/specification discrepancies and reports findings to the VDOT
Facility Manager and Area Operations Engineer; determines impacts
to the project for both VDOT and the Contractor* Makes
recommendations for partial and final payments to the contractor
according to project progress and items of work completed* Monitors
project budgets/schedules and recommending project adjustments to
the VDOT Facility Manager and Area Operations Engineer* Co-conducts
pre-construction conference, utility coordination meetings,
construction progress meetings, and other types of conferences and
meetings* Prepares professional correspondence and documentation*
Reviews recommendations made by project staff and takes appropriate
action* Recommends resolution of field construction problems and
design changes* Assists with preparation and review of work orders*
Seeks input from the project engineering group regarding
schedule/cost impacts to the project* Works with project
engineering, materials, environmental, traffic engineering, and
other groups to resolve project issues and meet contract schedules
and budget requirements* Handles any or all Construction Inspector
- Senior duties on an as needed basis* Fulfills any other
work-related duties as assigned by a
supervisor.Knowledge:Applicants shall have a minimum of six (5)
years of electrical and mechanical experience in construction
oversight for electrical rehabilitation and maintenance projects,
including considerable knowledge of:* Use of specialized equipment
for field and shop testing of electrical and mechanical components*
Roadway, structure and bridge, traffic engineering, and other
highway related construction methods, procedures, practices, plans,
specifications, and contracts* VDOT Road and Bridge Specifications,
Road and Bridge Standards, Construction Manual, Inspector Manual,
and Manual for Uniform Traffic Control Devices, the Virginia Work
Area Protection Manual and other documents referenced therein*
Materials used for and performance, environmental, legal, and
safety responsibilities related to construction of transportation
facilitiesA Bachelor's degree in Engineering, Engineering
Technology, Construction Management, or related technical field
from an accredited university may substitute for up to two (2)
years of experience. Consideration for those with a CCM
Certificate.Skills:* Competency and/or general familiarity with
survey, materials, electrical and other field-testing equipment*
Proficient usage of computers including familiarity with Google and
Microsoft Office software* Time and task managementAbilities:*
Participate in constructability and biddability reviews, and cost
and schedule analysis* Oversee contractor employee work groups*
Interprets roadway and bridge plans, specifications, and contracts*
Prepares technical, financial, administrative, and explanatory
correspondence* Proficient task and time management* Communicates
effectively, both orally and in writingMaterials Testing and
General Inspection CertificationsVDOT may require this position to
possess various combinations of material testing and general
inspection certifications throughout the life of this contract.
When a task is assigned requiring specific certifications, the
CM/EMI will be required to possess (or demonstrate that they will
acquire within a reasonable, approved timeline) all certifications
necessary to perform the required inspections. Employer
reimbursement for attainment or renewal of certifications in
connection with this position will be considered on a case-by-case

Material testing equipment acquired in connection with this
position will remain the property of VDOT and shall be returned to
VDOT custody at completion of the work.The Construction
Manager/Electrical-Mechanical Inspector (CM/EMI) will be
responsible for documenting proper licensure for equipment and
personnel operating equipment when licenses are required. The
CM/EMI shall make the license and supporting documentation
available to VDOT for verification upon request.
