Job Description:
Summary This position serves as the Associate Chief of the
Facilities Management Division (FMD) and participates in all
aspects of Division planning, operation, direction, resource
control, and management. Provides administrative guidance and
direction to the activities of the Division complement of
engineers, technicians, wage grade, administrative, and clerical
support personnel and contracts. Responsibilities Provides
administrative supervision to subordinate employees performing the
work and functions of the Facilities Management Division; defines
work requirements, milestones, presents and defends organization
and employees work to senior management. Recommends employee
promotions and recognition; approves leave; implements performance
modifications and takes corrective actions as appropriate;
evaluates the organization and employee accomplishments by
accepting or rejecting work products. Provides equal opportunity in

work environment. Provides guidance for subordinate managers to
determine the balance of skills to support Construction of
Facilities (CoF) projects active in the study, planning,
engineering, or construction phases. Promotes the safety of
personnel and property; implementing and analyzing requirements,
procedures, and standards established in accepted NASA and GSFC
safety manuals and related directives for optimal accident-free
mission accomplishments. Obtains resources, assists with the
development of the Facilities Management Division (FMD) budget.
Directs the preparation of budget submissions, including
justifications and other documentation to back-up requests for
allocation of resources. Determines budget and manpower
requirements necessary for providing adequate support to the
Center's immediate and long-range research and development
activities as well as those requirements necessary for supporting
particular projects. Assesses the level of outside
architect/engineering or support service contractor support effort
needed as a supplementary tool for meeting the technical goals of
the Division and makes recommendations to the Division Chief.
Participates in assessing program effectiveness or the improvement
of complex program, management processes, and systems encompassing
difficult and diverse functions or issues that affect critical
aspects of the major programs. Participates in planning and policy
discussions at the Division and Directorate level relating to
specific and general problems and trends, or plans being studied
primarily within or related to Center-wide program interests of the
Directorate. Requirements Conditions of Employment Qualifications
Specialized experience is experience that has equipped you with the
particular ability, skill, and knowledge to successfully perform
the duties of this position and is typically in or related to this
line of work. To qualify for GS-15, you must have one year of
directly related specialized experience equivalent to the GS-14
level: Leading and/or overseeing the planning and implementation of
facilities engineering, design, development, construction of
facilities and maintenance for an engineering program and/or
project; Analyzing financial information to monitor overall project
performance and the financial status of projects and providing
advice and assistance to ensure the integration and validation of
budget requirements; Developing and/or interpreting policies,
standards, and provisions related to the program planning and
evaluation of facilities. Your resume must include a clear and
