2016 SBA Prime Contractor of the Year, Region VIII Apogee is actively seeking a full-time Geospatial Information Systems (GIS) Developer to be located at HQ ACC/A3AJ 130 Andrews St, Ste 317 Bldg 703, Joint Base Langley- Eustis, Hampton VA 23665. This role will support DHS/CBP Air and Marine Operations (AMO), Domain Awareness (DA) Directorate's Domain Awareness Standards and Analysis (DASA). DASA, formerly known as the Long Range Radar JPO, provides funding and oversight of persistent wide area surveillance systems that enhance DA; better enable CBP/AMO to plan effectively; and allow appropriate responses to threats in the Nation's border regions and approaches. DASA sets the standards of performance for long-range air surveillance systems, which enhance detection and interdiction capabilities for the border security zones. DASA streamlines inter-departmental coordination, standardizes and optimizes air surveillance sensors to provide the most accurate and reliable data to maintain situational awareness for DHS missions, serves as the principal advisor to the DHS Secretary for vetting and evaluating the effects of physical obstructions to surveillance systems on the Air Domain, and participates in the Spectrum Efficient National Surveillance Radar (SENSR) program.in its mission to increase DA capabilities by achieving improved coverage in detection range, detection in cluttered environments, probability of detection, and increased coverage volume while ensuring Mission Readiness. AMO networks the sensors deployed on aircraft, vessels, and land-based persistent wide-area surveillance. This observation sensor network is combined with intelligence, law enforcement casework, and open source information to create DA. Responsibilities Duties shall include, but are not limited to providing DASA with the following: * Design, development, and maintain GIS application software to support business process automation * Provide consultative services to AMO's management staff * Manage enterprise-level GIS software systems to support storage and delivery of geospatial data, oversight of design and maintenance of databases, including the development, and compliance of accepted GIS operating standards * Support the extraction, transformation, and loading (ETL) of departmental data into ArcGIS online dashboard(s) or similar technology for the analysis and presentation of data * Evaluate and interpret results from statistical analysis tools and coverage analysis programs * Use latest MATLAB and GIS software, desktop technology, conferencing technology, and Microsoft Office or comparable software to execute daily work functions * Prepare and maintain project and work status reports * Prepare and deliver presentations and/or training sessions on GIS and related technology, tools or procedures for department, and company staff on as needed basis * Perform other GIS related tasks as directed in support of the program Qualifications * Personnel need an Interim/Provisional CBP Secret clearance in order to begin work * US Citizenship is required * Minimum of a Bachelors degree in a related field * Minimum of 5 years experience in GIS development with related technologies * Excellent oral and written communication skills * Excellent problem solving skills and poise in stressful circumstances * Proficiency with the latest office computing and communications technology * Preferred knowledge or experience of CBP operations and AMO mission * Familiarity working in the federal contracting industry * Able to meet the normal demands associated with an office environment, including the ability to work on computer for long periods and communicate with individuals by telephone, email, and face to face * Some moderate activity may be required due to the requirement to travel and work in remote locations and challenging environments. Moderate-intensity activities are defined as those that get you moving fast enough or strenuously enough to burn off three to six times as much energy per minute as you do when you are sitting quietly, or exercises that clock in at 3 to 6 Metabolic Equivalents (METs). Candidate should be in good physical condition as they may be expected to: * Work in hot, desert and cold, northern temperatures for four (4) hours at a time * Carry 30 lbs. of gear for one mile over rugged terrain * Exceptions can be made if candidates are unable to support tasks requiring this level of activity, as long as flexibility can be found in team schedule role for other member's to support the required activity.
