Contract Focus Summary This contract responds to the the US Navy's
need for logistics support of their Expeditionary Medical Systems.
It addresses the critical requirement to develop, produce or
acquire, deploy, maintain and track vital medical materiel and
solutions in order to maintain operational readiness on the ground
during combat and crisis scenarios. This essential team will assist
in all aspects of warehousing operations in support of the overall
mission. Job Summary The Program Manager (PM) serves as the
Contractor’s key personnel responsible for the overall direction,
coordination, and execution of contract services. The PM ensures
contractual performance aligns with government requirements,
manages personnel, and maintains program deliverables, schedules,
and reporting in a professional and efficient manner. The ideal
candidate possesses significant experience in contract oversight,
personnel management, and logistics operations in a government
contracting environment. Essential Functions and Responsibilities -
Serve as the principal point of contact with the Contracting
Officer’s Representative (COR) and Alternate COR for all services
and deliverables. - Ensure timely submission and accuracy of
contract deliverables in accordance with the Government-approved
schedule. - Possess delegated authority to make decisions and
manage contractor resources, including supervision of warehouse
support services personnel (e.g., timekeeping, performance
evaluations, disciplinary actions). - Maintain accountability for
overall contract compliance, including actions and performance of
all subcontractors and teaming partners. - Report facility or
equipment damage immediately and ensure all operators of material
handling equipment are trained, licensed, and in compliance with
applicable regulations; maintain and provide certification
documentation. - Remain on-site during work hours and furnish
after-hours contact information to Government stakeholders. - Lead
monthly program review meetings and create various reports. -
Develop and maintain an ongoing training program to ensure staff
remain qualified and current with operational and safety
procedures. - Ensure strict adherence to fire, safety, and security
regulations under federal, state, and local standards, including 29
CFR (OSHA). - Oversee daily time and attendance reports detailing
work hours, leave, and schedule variances. Physical Requirements
Capable of light-to-moderate physical work, including lifting over
45 lbs, walking, bending, and working on hard surfaces. Education
and/or Experience - Valid U.S. driver’s license - At least 5 years
of contract and personnel management, supervising a workforce of 20
or more personnel performing similar services -While not required,
a background in Military supply chain/logistics is strongly
preferred. - Minimum 5 years of experience in supply chain
management, including: General supply operations, Inventory
management, Receiving and warehousing, Storage planning and
preservation, In-depth knowledge of warehousing and material
handling best practices. - Experience managing contracts in defense
or federal supply environments (preferred). Familiarity with Navy
logistics operations and safety procedures under 29 CFR (OSHA) -
Proficiency in: Microsoft Office Suite (Word, Excel, PowerPoint,
Outlook, Access, Project) and Adobe Acrobat - Warehouse Management
Systems (WMS) - Experience using DMLSS, HIMS, or equivalent
authorized government logistics systems, and safety procedures
under 29 CFR (OSHA) - Strong leadership and personnel management
capabilities. - Thorough understanding of federal regulations,
contract compliance, and safety standards. - Effective
communication and reporting skills with the ability to collaborate
