PRIMARY FUNCTION of the Organization:

Oasis Systems has an exciting opportunity for a Tactical Data Link (TDL) Project Research and Development (1099).

Consultant (1099) to support the requirement for research, and document development beyond the expected workload listed Tasks 4.2 & 4.3. This work will not require dedicated full-time employees and may involve short term projects.
The Government will specify at the time of the request, the number of hours of work expected to be required each week, and the period of work needed to support project objectives.
Work for this task will be performed outside government provided facilities, although the government will provide computer equipment and ID tokens if required for the task.

REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills)

SECURITY CLEARANCE: Secret Clearance 

EDUCATION: Master's/ Bachelors's Degree from an accredited university

CERTIFICATIONS: N/A

EXPERIENCE LEVEL: At least five (5) years experience using or managing USMTF messages (e.g. OPTASK LINK, ATO, ACO, etc.).

 

OTHER QUALIFICATIONS/SKILLS:

 

• Master’s Degree.
• Originated and submitted to the JMTCCB, TDL MIL STD interface change proposals.
• Attended and drafted evaluations for meetings of JMSWG, JMTCCB or Sub Groups.
• Attended and drafted evaluations for meetings of AFSIBs
• At least five (5) years experience working with exposure to USAF Doctrine and the NATO Consultation, Command and Control Board (C3B) and its subcommittees.
• At least five (5) years recent experience (performed within the last 10 years) using commercially available tools: Microsoft Office products (i.e. Excel, Power Point, Word, etc.)

QUALIFICATIONS:

• Bachelor’s degree in a technical field (such as engineering, computer science, etc.).
• At least five (5) years experience using or managing USMTF messages (e.g. OPTASK LINK, ATO, ACO, etc.).
• At least five (5) years experience using software systems that use character orientated message exchanges (such as USMTF).
• At least five (5) years recent experience (performed within the last 10 years) using and understanding MIL-STD 6040, DOD Interface Standard U.S. Message Text Format (USMTF) Description, Allied Data Publication 3 (ADatP-3), NATO Message Text Formatting System (FORMATS), and associated MTF message catalogs.
• At least five (5) years recent experience (performed within the last 10 years) using commercially available tools: Microsoft Office products (i.e. Excel, Power Point, Word, etc.)

 

RESPONSIBILITIES: 

4.2 Research operational requirements for USAF tactical combat systems information exchange requirements (IERs), consider USAF platform implementations and capabilities, and engineer changes to TDL MIL STDs to achieve the desired results, with minimal impact to other functional areas, platforms, and systems, while ensuring compatibility and functionality with older, non-updated systems.
4.2 Advise USAF system program office software developers, and test personnel on TDL transactional formatting, including stimuluses, database fields, processing constraints, data purge processing, operator alerts, transmit rules and receive rules, as well as bit level formatting, and functional implementations as described in the appropriate MIL STD.
4.2 Develop and evaluate previously developed, bit-level implementation specifications for USAF platforms and systems. These implementations depict the total TDL implementation requirements for the platform.
4.2 Review technical change proposals from other services and allied nations to determine impact to USAF platforms/systems, and provide written evaluations with required change pages, while considering USAF equities against Joint/Allied interoperability objectives.
4.2 Analyze interoperability test trouble reports to determine impact to system under test, and to other platforms, to evaluate the criticality. Participate in USAF Technical Analysis Groups and Joint Analysis Review Panels to ensure test results accurately reflect violations of relevant MIL STDs. Create Interface Change Proposals when appropriate to address shortfalls found in the MIL STD as a result of test and evaluation analysis.
4.2 Provide technical expertise to analyze concepts and technical disconnects with Air Force, Joint, or Coalition standards, implementation of those standards, and provide solutions or recommendations in appropriate format as required.
4.2 Participate in review and development of operational concepts and architectures that use existing and emerging capabilities to achieve USAF platform/system information exchange requirements, interoperability, and operational employment objectives.
4.2 Research existing US and Allied technical documents to identify discrepancies, and develop change proposals to current/future TDL configuration items including, but no limited to (US MIL STD 3011, 6011, 6016, 6017, 6020, MADL, Cursor on Target (CoT), as well as applicable NATO Standard NATO Agreements (STANAG) & Allied TDL Publications (ATDLPs), Allied Data Publications (ADatPs), and Allied Procedural Publications (APPs), etc.
4.2 Research and gather information to develop Background Papers, staff studies, Talking Papers, or presentation materials as assigned by the Government.
4.2 Contribute to the research and development for the update of the AF Concept of Link Employment (COLE).
4.3 Research Joint Doctrine, USAF Tactics Techniques and Procedures (TTP), Concepts of Operations (CONOPS), Initial Capabilities Document (ICDs), issue papers, plans, and other documents in order to extract what information needs to be exchanged between users in USMTF format. Recommend to the Government potential solutions and develop draft USMTF change proposals in accordance with the US Message Text Format Configuration Management Technical Procedures. Develop Interface Change Proposals (ICP) supporting Air Force Information Exchange Requirements (IER), to include formatting the IER and creating the ICP to update (MIL-STD 6040) and the message catalog.
4.3 Research and translate requirements from operational users for information exchanges, in order to develop Message Text Format change proposals or evaluations.
4.3 Review proposed MTF ICPs developed by other Services or Commands and provide technical evaluations to include interoperability, integration, and implementation issues.
4.3 Identify and develop solutions for the effective configuration management for MIL STD 6040, “DoD Interface Standard U.S. Message Text Format (USMTF) Description” and Allied Data Publication 3 (ADatP-3), “NATO Message Text Formatting System (FORMATS)” and appropriate message catalogs.
4.3 Advise the USAF voting principal on technical aspects of proposed changes, policy or doctrinal implications, and intended positions by other services or allied nations.
4.3 Develop solutions and draft comments for action items from all MTF meetings assigned to the USAF, prior to the suspense date as directed by the Government.
4.3 Develop change proposals as required to express USMTF in XML format as provided in XML-MTF. Evaluate and recommend a position for technical proposals that implement XML schemas from other services and allied nations.
4.3 Evaluate the impacts of existing documentation on affected systems, operational procedures, or doctrine. Provide proposed solutions and recommendations for approval or disapproval and a recommendation for implementation of the ICP.
4.3 Research and gather information to develop Background Papers, staff studies, Talking Papers, or presentation materials as assigned by the Government.
