Function

Researches, analyzes and evaluates administrative, operational and organizational procedures, programs, goals and objectives to achieve maximum utilization of resources. Manages all aspects of the grant programs. Prepares written and oral reports and proposals and presents recommendations to diverse audiences. Performs a broad spectrum of technical and administrative duties in support of senior management for the City of Hampton. May also support special projects as required.

Examples of Work

---Evaluates policy and program designs, implementations, and fiscal impacts relating to project areas and provides recommendations to senior management.
---Prepares a wide variety of correspondence, documents and reports, to include policy and program development to support strategic planning goals. Makes effective use of word-processing, presentation and spreadsheet software to prepare material for managerial staff, city personnel, and general public as necessary. May be required to analyze and prioritize information.
---May coordinate group meetings, conference calls, and other departmental activities. Maintains project files in accordance to retention guidelines. Participates as needed in maintaining time, attendance, leave and other personnel records. Participates as needed in maintaining the departmental budget.
---Serves as the primary liaison for the division's grant programs. Reviews and evaluates grant funding opportunities that have the potential to further organizational goals and objectives.
---Ensures compliance with all requirements of grant programs. Conducts appropriate research, prepares and submits grant applications.
---Maintains an updated listing of grant opportunities and disseminates as needed to appropriate division supervisors.
---Coordinates all fiscal and administrative city functions associated with the acceptance, maintenance, auditing and reporting of grant activities, both internally and externally.
---Attends meetings with City and division personnel, including federal, state and/or local leaders as required in support of furtherance of grant applications and assigned projects.
---Coordinates related Memorandum of Understanding (MOU's) and/or Memorandum of Agreement (MOA's) to ensure necessary procedures, goals, and objects are addressed appropriately and facilitates legal review.
---Provides staff assistance to the senior management by constructing sensitive documents and correspondence, producing special comprehensive and detailed research reports, and serving as a liaison on internal and external issues and coordinating projects which may cross departmental lines.
---May supervise assigned support staff personnel.
---Performs other duties as assigned.

Qualifications

---Graduation from an accredited college or university with an Associate's Degree or Bachelor's Degree (preferred) in Government, Public Administration, Business, Accounting or other related field of study. Previous experience in preparation of federal, state and private grant proposals with proven track record of success is preferred.
---Considerable responsible clerical experience, preferably within a municipal government or other service related organization, is required.
---Good knowledge of financial principles underlying State and City laws and regulations pertaining to municipal government. Must be able to perform mathematical computations with speed and accuracy.
---Current or previous grant writing and/or grant management experience is preferred.
---Requires thorough knowledge of current business practices and protocols involved in providing services and quality customer service to the public.
---Computer skills that include proficiency in Word, Excel and Power Point or other related software are required.
---Must possess the ability to make decisions in accordance with established policies and procedures; must be able to coordinate and organize resources in efficient and effective ways to meet goals; must be able to multi-task.
---Requires the ability to effectively communicate both orally and in writing.
---Must be detail-oriented, possess good organizational and follow-up skills, and have the ability to prioritize and meet deadlines.
---Must be able to create and maintain harmonious relationships with diverse populations.
---Must complete a Police Division background investigation to include a polygraph examination and pre-employment drug testing.
---All applicants will submit to a skills based performance test-typing test.
---All applicants must submit writing samples and/or samples of prior grants applied for.
---May be required to possess a valid motor vehicle operator's license issued by the State of Virginia and must have a satisfactory driver's record based on the City of Hampton criteria.

Features

Work is performed under general supervision from designated senior management. Work environment demands extensive contact with the general public, city employees, elected officials, business executives, and representatives of municipal, state, and federal government, as well as other public and private organizations. Works as the division's primary liaison between city and outside funding agencies and groups; participates in meetings and discussions in which decisions affecting division projects are made. The incumbent must exercise discretion and diplomacy when dealing with customers. Strong customer service and interpersonal skills are essential. Must have flexibility to work non-standard work hours when needed. This is a non-exempt position.
