Job Description:
U.S. Facilities, Inc., a consolidated facility management
service, is seeking a Senior Construction Inspector.The
Construction Inspector - Senior (CI-S) shall monitor the work of
contractors to ensure quality control and contract compliance for
roadway, structure, and bridge construction/maintenance projects of
moderate to considerable complexity; provide contractor
escort/liaison support; publish regular activity reports and
progress documentation; and fulfill other duties as assigned by the
VDOT Facility Manager, VDOT Area Operations Engineer, VDOT
Maintenance Manager and/or U.S. Facilities (USF)
Management.Features of the Work:Promotes project safety for
workers, visitors, and the publicReviews, processes, and makes
recommendations to contract submittalsMonitors contractor
operations and schedules to ensure compliance withcontract terms
and specificationsFacilitates multiple phases of construction
inspection of projects, which are typically complicated by
extensive traffic control, sensitive to the public, environmentally
challenging, or require significant project coordination with
property owners, utility companies, or local/federal government
representativesInspects, tests, measures, and monitors contract
field work to include environmental controls, demolitions,
earthwork, drainage facilities, utilities, roadway structures,
paving operations, structure and bridges, incidental items,
roadside development, materials, traffic and work zone controls,
and intelligent transportation systems for compliance with contract
documentsReviews and monitors contractor''s plan of operations,
advises contractor of deficiencies and identifies acceptable
adjustments and corrective actionsReports contractor''s daily
production ratesCoordinates and schedules various phases of
inspection with the contractor, project and VDOT personnelTakes and
records field measurements for as-built information, quantity
calculations and sketches, and to effect contractor paymentReviews
lines, grades, dimensions, and elevations using standard survey and
field engineering equipment (if specifically assigned and
authorized with the use of VDOT-procured equipment)Assists
Construction Manager and VDOT Area Operations Engineer with
contractor evaluations, as assignedPrepares and maintains
comprehensive project records, including daily diaries, materials
notebooks, as-built plans, progress schedules, work orders, and
monthly pay estimatesEvaluates field conditions and makes
non-engineering recommendations/adjustments to overcome plan
discrepancies and projects project completionFulfills other any
work-related duties as assigned by supervisors.Knowledge:Applicants
shall have a minimum of five (5) years of highway construction
inspection experience. Additionally, the Construction Inspector -
Senior shall have a comprehensive knowledge of:Roadway, structure,
and bridge construction/maintenance/repair/rehabilitation methods,
materials, standards, and specificationsVDOT Road and Bridge
Specifications, Road and Bridge Standards, Virginia Work Area
Protection Manual, Construction Manual, Inspection Manual, Manual
for Uniform Traffic Control Devices, the Virginia Work Area
Protection Manual and any references incorporated
thereinConstruction plans, symbols, and terminologyState and
federal environmental, and safety guidelines and
regulationsMathematics including algebra, geometry, and
trigonometrySkills:Operating computer equipment, software programs
and field inspection equipment including Site Manager (if provided
by VDOT), Google and Microsoft Office suite softwareCompetency
and/or general familiarity with survey, nuclear density, materials,
and other field testing and measuring equipment (if specifically
assigned and authorized with the use of VDOT-procured
equipment)Abilities:Communicates effectively, both orally and in
writingReads and interprets roadway, structure and bridge plans and
specificationApplies mathematical formulas and equations to
calculate distances, areas, and volumesIdentifies and recommends
appropriate field adjustments; refer engineering changes for
appropriate review and actionPrepares correspondence to communicate
with VDOT and contractor personnelMaintains detailed
recordsPerforms and documents required materials

Testing and General Inspection CertificationsVDOT may require this
position to possess various combinations of material testing and
general inspection certifications throughout the life of this
contract. When a task is assigned requiring specific
certifications, the CI-S will be required to possess (or
demonstrate that they will acquire within a reasonable, approved
timeline) all certifications necessary to perform the required
inspections. Employer reimbursement for attainment or renewal of
certifications in connection with this position will be considered

on. VDOT Materials Division will start recognizing NICET Level II
Certifications in Soils and Concrete.** Nuclear Regulatory
CommissionMaterials Sampling and Testing EquipmentRequired
materials testing equipment shall be furnished by VDOT (if
specifically assigned and authorized for the exclusive use of VDOT)
or obtained through alternate procurements approved by VDOT.
Material testing equipment acquired in connection with this
position will remain the property of VDOT and shall be returned to
VDOT custody at completion of the work.The Construction Inspector -
Senior (CI-S) will be responsible for documenting proper licensure
for equipment and personnel operating equipment when licenses are
required. The CI-S shall make the license and supporting
documentation available to VDOT for verification upon request. The
handling of nuclear gauges shall follow all legal requirements and
licensure.Material testing equipment relevant to this position may
include but shall not be limited to soil/aggregate compaction kit,
speedy moisture kit, proctor mold, proctor hammer, gas stove, pans
and spoons, scales, 10'' straight edge, sand cone device, slump
cone, air meters, non-contact thermometer and 4'' level. Any
testing device that will be used for acceptance/rejection of
materials will need evidence of calibration in accordance with the
applicable ASTM, AASHTO, or VTM Test Method being performed and
AASHTO R18. All hand tools necessary for inspection services shall
be supplied by VDOT (if specifically assigned and authorized for
the exclusive use of VDOT) or obtained through alternate
