Located in Hampton, VA, the LAMPS 2 contract is seeking an
experienced Program Analyst to support the Technology Transfer
Office working in collaboration with Langley's Technology Transfer
Officer, Technology Portfolio Managers (TPMs), Patent Counsel,
Office of Procurement, Contracting Officers Representatives and the
NSSC.
RESPONSIBILITIES
Maintain and track all new technology reports
Lead licensing concierge at Langley for NASA LaRC Technology
Gateway and the NASA Technology Transfer Portal (T2P) which
requires an intimate knowledge of all LaRC technologies
Review and Release new Technology Opportunity Sheets (TOPS) for
marketing
Prepare letters, memos, and presentations in proper format and
grammar within eight (8) working hours of a request or negotiated
deadline
Utilize a list of government provided identified potential
licensing targets around a LaRC patented technology to determine
the proper licensing contact and make initial introductions.
Track and maintain a record of distributed and signed Nondisclosure
Agreements (NDAs)
Maintain a database of contacts by technology with documented
outcomes in New Technology
Transfer System (NTTS) or similar system and maintain a traceable
record of coordinated meetings and events and marketing
materials
Maintain official files (hard copy and/or NTTS) for intellectual
property management
Generate the Innovation Assessment Panel (IAP) agenda and ensure
all documentation is available for review on the appropriate
electronic repository
Document the final IAP decisions and notify inventors via the
NTTS
Draft license modifications for review by the Technology Transfer
Officer
Document all license monitoring and follow up, including but not
limited to maintenance of files with updated and relevant
information including milestone progress, modifications, successes,
delinquencies in payments, reporting, contact licensees and draft
license termination packages. All documentation is disseminated to
the appropriate organization for review ant then posted
electronically into NTTS or similar system and maintain a database
of further opportunities based on current licenses and current
licensee customer relation activities
JOB REQUIREMENTS
Bachelor's Degree in Business Administration, Project Management or
related field and project management experience
Proficiency with databases and MS Office programs with advanced
Excel Skills
Detail oriented, excellent organizational and time management
skills
High aptitude for strategic and critical thinking
Exceptional communication skills
PHYSICAL REQUIREMENTS
The physical demands described herein are representative of those
which must be met by an employee to successfully perform the
essential functions of the job. Employees must possess the ability
to work in a standard office or conference room setting and use
standard office equipment, including a computer. To visit other
company sites, employees must be able to operate a motor vehicle
and fly in an aircraft, both of which may require sitting for
prolonged periods of time. Employees must possess vision to read
printed materials and a computer screen; and hearing and speech to
communicate in person, before groups and over the telephone.
Standing in work areas and walking between work areas will be
required. This position requires an employee to occasionally bend,
stoop, kneel, crouch, crawl, climb or balance; reach, push, and
pull drawers and doors open and closed. The employee must
occasionally lift and/or move up to 20 pounds.
