The primary purpose: This is a formal career broadening position, established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is NTE 36 months with rotations between divisions.

    Duties

    DUTY 1

    Performs career broadening assignments reviewing, interpreting, initiating and developing procurement policies and procedures. Acts as the prime project officer on extremely complex programs, many of which are without policy precedence.

    DUTY 2

    Performs career broadening assignments involved in researching contracting and acquisition issues to determine problem areas and develop viable solutions.

    DUTY 3

    Represents the Air Force, SAF/AQ, and Directorate in contracting and acquisition issues.

    DUTY 4

    Contract Administration and Contract Negotiation: Performs broadening assignments in policy-making for contract administration, contract negotiations, preaward and postaward functions.

    • Career Broadening positions are managed by AFPC/DP2C and are centrally funded.
    • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
    • Career Broadening also provides training and developmental opportunities at various organizational levels.
    • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
    • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
    • The employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements.
    • This position occasionally requires the employee to travel away from the normal duty station. Employee must be willing and able to travel on military and/or commercial aircraft.
    • Is considered a Procurement Official IAW the procurement integrity provision contained in Section 27 of the Office of Federal Procurement Policy Act (41 US Code 423).
    • Employee must maintain current certifications. The employee must meet the requirements of Section 808 of the National Defense Authorization Act for Fiscal Year 2001.

      Qualifications

      In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

      BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

      1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

      2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

      In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

      FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

      KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

      1. Knowledge of a wide range of procurement and contracting principles, policies, procedures, and regulatory requirements, methods, contract types, procurement law, statutory mandates, Executive orders, and federal and agency regulations.

      2. Knowledge of business practices and market conditions applicable to government contracting, including the latest acquisition reform initiatives.

      3. Knowledge of contractual instruments, contracting operations, and detailed procedures of contracting requirements sufficient to develop sound strategies and provide effective policy guidance.

      4. Skill in oral communications necessary to inform the workforce of policy changes, to make presentations to management of a complex nature and to lead and serve effectively on process teams.

      5. Skill in written communications to allow effective articulation of assigned tasks and publication of new acquisition policy and material.

      6. Ability to provide effective leadership through application of sound business acumen in order to resolve acquisition problems resulting in acceptable solutions.

      PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

      VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
